Abstract

In the year 2021, the city of Guayaquil named Pearl of the Pacific of Ecuador, was located by the international ranking of the Citizen Council for Public Security and Criminal Justice AP. where reference is made to cities that have more than 300,000 inhabitants, and whose homicide rate is the highest in the world, placing it at number 50 in the world, setting off social alarms and establishing various strategies from the central government, to the Decentralized Autonomous Government (GAD).
